Quality control of meters in-use

KEMA conducts quality systems to guard the quality of electrical energy meters and heat meters in-use in the Netherlands. KIWA does the same for Gas meters.

Domestic kWh-meters (statistical quality guarding)
The surveillance of meters in use is executed (by order of the ministry of Economical Affairs) by Verispect. Verispect has an agreement with KEMA to accept the results of the KEMA kWh-meters pool for this surveillance.
In brief; the meters are put in homogeneous populations of meters, of which regular spot checks are taken. This way the quality of the population of meters can be guarded with minimal effort and costs. KEMA has over 35 years experience running this system.

Problem meters
In addition KEMA also carried out independent tests on kWh-meters, in cases where the consumer and the grid company do not agree on the registered energy. This way KEMA also has a lot of experience with problems and fraude that regularly occur with meters.

Heatmeters
Similar to the domestic kWh-meters KEMA runs a statistical quality system for heat meters.

Industrial meters
Industrial meters, i.e. generally meter connected through current transformers, are periodically checked by the grid company. KEMA carries out surveillance on these checks and audits the methods of testing and the underlying administration and quality system of the grid companies in the Netherlands.
