Emission Monitoring

The Climate Change Committee, composed by Member States and chaired by the Commission, composed European Union Greenhouse Gas (GHG) Emission Trading Scheme (EU ETS). In 2005 the EU ETS commenced operation as the largest multi-country, multi-sector GHG emission trading scheme world-wide. Within the EU harmonization of the compliance chain of CO2 emissions trading improves every year. The compliance chain entails:
- permit applications
- validation of monitoring plans
- implementation and execution of monitoring plans
- reporting of emissions in the annual emission report
- verification of the emission data in the AE.

For the opt-in of N2O in the European Emission trading system it is obliged to assess the measurement uncertainty of hourly and yearly N2O-values. The measurement system has to be evaluated according to the QAL1 procedure of EN 14181. Combining this figure with the uncertainty of the tail gas flow gives the uncertainty of the yearly annual load. This procedure is implemented in a standard calculation tool. The practice evolves that N2O measurement uncertainty is the most important parameter influencing the N2O yearly load uncertainty.
